Students will synthesize their learning by researching, comparing and contrasting federal, state and local implications during the COVID-19 emergency pandemic response. Students will select a county (which must be pre-approved by the instructor) and review all emergency funding allocations, policy domains, board actions, budgetary decisions and public comments then evaluate the local response and actions verse those actions taken by the state and federal government. Discuss all aspects of Federalism as it pertains to COVID-19. Explain if the concepts of devolution and Laboratories of Democracy played a role in the pandemic response. Discuss the response in terms of social justice and racial diversity and equity. Discuss the role each level of government plays in COVID-19 testing, contact tracing and vaccine distribution? Also, discuss the political/administration dichotomy aspect of implementing alternative policies at the state and at local levels (even if there is internal dissension between the governing board and public health).
The student will either defend or criticize the county’s response and support all reasons why. What policies would you propose? Are there any states that you would rather model their pandemic response after and why? This research paper will be at least 10-12 pages in length, double spaced, with 1-inch margins in APA format. You will then summarize your findings by creating a presentation and posting it for all classmates to see. Finally, you will provide a review and critique of two classmate’s presentation. The actual paper will account for 200 points and the presentation and critique will account for the remaining 50 points.
