What is a “U.S. Policy Paper”?
It is usually:
A paper addressing a contemporary policy and offering an intersectional analysis and critique (the “we should not be doing this, in this way” paper.)
or
A paper addressing an intersectional policy solution to a diagnosed problem (the “we should be doing this, in this way” paper.)
Policy papers are different from general research papers in several respects
They are most often addressed to a non-academic audience (officials, particular official, agency, activist group, or organization)
They often focus on the prescriptive; by diagnosing a particular issue or situation, and typically argue for a solution that will address that issue or situation through advocacy of an intersectional awareness and new policy prescription
